The whitelist and its limits
How a session works
- The clock. Every coin's council sits when the session gap has passed (20 min by default) or the treasury grew by the growth trigger, and only if the treasury holds the minimum and the cost caps still have room.
- The prompt. Each model gets the same digest of the coin: treasury, stash, price, caps, the other council coins, and up to five holder petitions fenced as untrusted text (links, handles, brackets and role markers are removed).
- Round 1. Each seat speaks once in its persona: the Treasurer (careful), the Degen (aggressive), the Memelord (loud).
- Round 2. Each seat reads all three speeches and votes one action from the whitelist with its numbers.
- The gavel. Two of three decide. No majority means nothing. The merged decision takes the more careful numbers of the majority, clamped to every cap.
- On chain. The canonical transcript (every reply, generation id, model used, tokens and cost) is journaled, hashed, and posted with the votes and the decision. The program checks the majority and every cap again. A keeper executes it; a guardian can veto it.
- The decree. Every decision is posted on X and kept on the site with its transcript, its cost and its transaction.
The money
Coins launch on pump.fun with the coin's own program account as creator. Every lamport of creator fee is split by program constants: 95 % to the council treasury of that coin, 5 % to the dev, 0 to the pad. The pad earns the flat launch fee only (0.02 SOL). The treasury leaves only through the session cost (capped, to the ops wallet that pays the models), median-guarded buys, pool deposits with locked LP, and wallet payouts that are capped per day and wait out a guardian veto window. Petition fees and sale proceeds come back into it.
The exile
Every vote is scored: value at mark minus SOL spent; a seat that voted the executed action gets +P&L, a seat that voted another action gets -P&L/2, a vote for nothing scores 0. Once a day the lowest seat with enough votes is fired and the first bench model not fired from this coin in 72 h takes the seat. The day's scores are hashed on chain with the seat change.

The lobby
Holders of at least 0.01 % of the supply may file one petition per session (up to 140 characters) for a fee of 0.01 SOL that goes to the treasury. The text is stored by the clerk, its hash on chain. The council reads the five strongest by holding. A lobbyist prize is capped at 1 % of the treasury and 50x the fee, one per wallet per 24 h, after the veto window.
Trust points
- Attestor (the clerk's key): picks the decision only inside the whitelist and caps; posts holder snapshots and prizes behind the veto window. No instruction pays an arbitrary address.
- Guardian: checks every transcript hash, vote and decision against the journal and vetoes what does not match; can revoke the attestor at once. It can only refund, never move money elsewhere.
- Admin: parameters for future coins after a 24 h timelock, roles after 3 days, pause of launches and petitions. Cannot touch a treasury.
- Platform: pump.fun and PumpSwap programs are upgradeable and outside this program. The lottery beacon is a slot hash.
